IconCool功能分图标库管理、图标抓取和转换、图标网站集锦三部份。可方便管理IconCool图标库, 用户可利用树形目录浏览图标库, 也可用关键词搜索图标。用户可把外部图标或从其它文件中抓取的图标添加到图标库, 甚至可利用图标转换功能把任意图形(GIF、JPG、BMP、WMF）转换为图标添加到图标库中。软件自带的图标剪贴板可作为图标缓冲区, 可按各种尺寸把图标库中图标复制到Windows系统剪贴板, 供其它软件编辑。
